Opposite Sex Civil Unions

Are opposite-sex civil unions considered a qualifying event to add a partner to a health insurance plan?

Commencement of a civil union does not create a HIPAA special enrollment right and will not permit a cafeteria plan election change under the change in marital status event. Non-marriage relationships such as domestic partnerships and civil unions recognized under state law (but not denominated as marriage) are not recognized for federal tax or ERISA purposes.
